党委到各部门应将关注职工情绪和职工心理作为一项重要工作，一旦发现职工情绪波动异常，其所在科室或部门负责人、工会和支部要及时给予疏导，尽可能从源头上避免激进和不良言论事件的发生。同时，要求宣传科及信息科进一步加强对官方网络平台发布内容的审核和监管，不良内容绝对不能从医院内部途径流出，且信息科要尽快建设网络安全等级保护系统，建立网络舆情管理制度，向附院和学校学习，对全网内容进行监察，不良内容一旦出现要第一时间预警和报告，避免恶劣影响的进一步扩散。
医院党组织要承担职工思想政治工作主体责任，从党委层面到分管领导分管的科室、部门，再到各科室、部门的负责人，均要严格履行自己的职责，严格执行“一岗双责”，并坚持分工负责、在各自分管领域上负主责的原则，对自己分管科室、部门的职工进一步加强政治理论学习，狠抓思想政治和意识形态工作，层层压实责任，从源头上避免问题的发生，不做亡羊补牢者。
